Thiss "thing" was in a banknotes collection. But I bet it's not a banknote. It seems a kind of ticket from Russia or URSS. Can anyone help me to identify It?

Citeer: "gsereno"Thank's Richard! Would you translate what it's written on it? Was it issued by Government?
The only statement you should care about is the last one: "Передача чека в собственность другим лицам запрещена". It translates as "It is prohibited to pass/give this cheque to anybody else".

IIRC, it's basically this: Soviet marines serving on ocean-going ships were not allowed to earn money in foreign currency, because, USSR, duh, but due to some tricky reasons (I forgot the details) they were not allowed to directly get Soviet money either. So those vouchers were the solution.
I am not exactly sure of those details, though. But the "voucher for use in a specific chain of stores" part is definitely correct.
I actually have one of those in my collection. It is a 5 kopek, though, and the date is later.
