Help. Possible Taiwan coin [opgelost]

Whilst re-organising a small area of my collection, I came across the coin, which is in the original case as I bought it many years ago.
Looked through my Krause catalogue and through many pages of the Numista catalogue, but without success.

6 10 5 = 65 and 3 10 1 = 31
also above portrait is 九 number 9 among lettering.
Token collector [1600-1899] with some coins
The inscription on the (token/medallion)'s obverse (with the bust) reads:
Above, from right to left: 'President ?? 9 ?? Commemoration'
Below, from right to left: 'Republic of China 65th Year (1976), October 31st'

It's most likely a commemorative medallion, hence the lack of face value and inclusion in the Numista and Krause catalogues; unfortunately I dunno what exact Chinese characters are being used in the ???s on the above inscription to know what is being commemorated. I suggest asking a native Chinese speaker.
