I have recently added a "1 Massa - Lilavati" to my collection from the Kandy Kingdom, which is located under Ceylon.
When you search for Ceylon, it brings up:-
* Kandy
* Rixdollar (1783-1828)
* Rupee (1871-1972)
As the options to search under, but adding this coin hasn't increased the number of issuers where I have coins from by 1. Is the Kandy kingdom an issuer?
Kandy Kingdom is not an issuer here, it's equivalent to a currency division. Currency division is what you see in the dotted box at top left of each issuer's page while issuers are what you see when looking at the Country list.

In my opinion Kandy Kingdom ought to be an issuer, although I have made two threads on this subject before to no result.... someone like Quant Geek more knowledgable about those pre-colonial coins would make a more efficient referee for it than myself, who signed up to administer the colonial issues.
