1 Pound - Elizabeth II 3rd portrait; Celtic Cross year printed 1997... but only 1996 listed and no mention of this year?
It has a slight raise to the edge on the picture side so could be a fake... looking for some advice

It is a fake - the portrait does not look correct, like someone has re-created it.
Not shown in your pictures but an easy fake check is usually poor edge lettering.
Also like you said it is wrong date for that design, which is another sign it is fake.
Then sometimes alignment, where obverse is vertical and reverse is mis-aligned.
