Not a Slovenian Tolar but what is it?

Do you know what this is?

It has the same design as a 1998 Slovenian Tolar but is the wrong size, in the wrong metal and has a smooth edge, though there is a slight ridge close to the side bearing the figure ‘1’, as though the 2 sides of the coin have been glued or somehow pressed together. Its diameter is 18mm and it is about 1½mm thick. It is silver coloured (possibly iron or zinc?).

Could this be a telephone token, play money, a rough essai by the mint? It’s clearly not a forgery because it looks and feels nothing like the 1 Tolar coin.

NB: The ‘proper’ 1 Tolar coin of 1998 has the same design but is nickel-brass, 22mm diameter and has a reeded edge.

I suspect you're right and that it's play money...all I need now is the game to go with it!

I had wondered whether it was a token for use in phone boxes, electricity meters or the like but that's pretty unlikely as that sort of thing usually has some other identifying mark or symbol on it.

I've also tried a bit harder to find out what the metal is. Originally I didn't think it was cupronickel but I've now looked at a few of my coins from the 1890s to 1920s and some cupronickel ones from that era look very similar. Maybe they used a slightly different combination of copper and nickel from today's cupronickel coins or maybe my imitation tolar has just acquired that look through wear and tear, after all it looks pretty worn.
