Russian coin identification [opgelost]

Hi - can anyone help identify this coin? It was sold to me as part of a Russian job lot, but it doesn't match anything I can find (though it does appear to have the Romanov eagle on it). I wondered whether it could be Finnish, but again it doesn't match any types I can find. Any help much appreciated!
