British 3 (pence?) No date, unusual wording JMATATION...

-Anyone run across one of these before?
- mystery coin copy/fake/Victorian medallion.
-appears to be a Victoria young head c 1870's - copy?
- 15 mm diameter
- Holed
- Has the Crown and 3 below - but no date either side.
- Wording on reverse looks like JMATATION L. GL...(holed)...GUE? L FURNBERG
- possibly silvered copper

On the head side is the word LAUER who made play money.
Like an early version of Monopoly money, but for playing of cards et cetera.

P.S. The word looks like IMITATION to me, like modern-day fake coins have COPY on them,
