That is what I found as well - then saw why it was called strange -
as the loose coin (not in the holder) has one side different. The crowned
eagle with wings outstretched belongs on a different coin; so if genuine is a 'mule'.

Prussia (Berlin Mint, "A" mintmark) also struck another commemorative 3 Mark coin that same year featuring the regular eagle reverse, for Kaiser Wilhelm II's Silver Jubilee, so it's not unimaginable that such a mule could have been created (given that it is real).

So at least we know it isn't two different coins soldered together or something.
