It looks like matte but it's difficult to see on a picture. It shouldn't be a problem to see the difference when you have the coin in hand. A Special Uncirculated coin is very shiny (not mirror like though!) and a matte coin isn't shiny at all. But sometimes, over the years, shiny coins can have a haze over them. It looks like the part under the twig could be shiny. If you are sure there is no haze on your coin then it's definitely matte.
