Notgeld 50 (pfennig?) kriegsgefangenen

In my collection I found this nice Notgeld 50 pfenning (?) kriegsgefangenen.
Was this really only for war prisoners in WW2?
I can't find it in Numista but in MA-shop there is one for sale (€ 18,-)

yes they were used in prison camps but in wwI
