Odd coin/ Token... Maybe USMC and/or Military token?

Hello All,

I found this in a flee market today, and am completely perplexed by what it might be!

It says "TORO 16057" and the reverse is blank.

I did a bit of research and thought it could be Military, as there seems to be a possible serial number on the token.

I looked and found that the TORO might refer to a USMC air base in Irvine, California (https://en.wikipedia.org/wiki/Marine_Corps_Air_Station_El_Toro)
... but I have no idea.
If it is from there, it would be a WWII officer's token (based on the serial number)... but what would its purpose be?

It could also mean Toronto, Canada, but that is just a guess.

Any help would be appreciated.

Toro=bull...maybe a serial number of this?
In Belgium back in the days cows and bulls had similar pieces of metal with a number to identify them (now it's plastic).
I'd bet on a thing like but I can't be sure.
looks like an asset ID tag. Most commercial and industrial facilities identify valves and such with a number and apply weatherproof metal tags. Here are a couple on the building I am in today.

These are stainless steel, others are brass. Work orders and procedures will identify each piece of equipment by its tag number.
Alpha-numeric systems vary. I haven't any guess what TORO means, but I know very well that 90SGA means fire protection water, in a Swiss numberings system called the KKS, which we need not discuss further.
I am sure the military does likewise.
Also, as Chuocas suggested, it could very well be a livestock animal ID tag.
