What criteria determines "issuer" vs "subheading"? [opgelost]

India is separated into multiple issuers "India - British", "India - French", and so on.
Guyana is just "Guyana" but has subheadings for the different coinage times.

Should "British Guiana" be an issuer?
Should India just be "India" with multiple subheadings?

I am just curious because I don't know the criteria behind the difference.

I think in most cases it is determined by how Krause's SCWC sorts them out.

Don't quote me on it, though.
Krause is a base. However, when it is wrong, we correct it.

And on top of that, there are many problematic ones. Should we put early south american colonial coins under Spain? Or should we keep these with their countries which emerged from Spanish colonies? Tough question, and answering it for whole world is not easy.

Thank you both, that makes sense.
I wonder if someday there will be a way to make each entity only count once on a list, but show up in different places depending on the parameters set by the collector.
More intuitive country list is planned, question is when...
