Coins that people have on their swap list [opgelost]

Hi there!
I've always been a bit confused as to why on the coin pages, and at the bottom where it has "People with this coin in their swaplist", there are always some names in dark blue and some in a dim blue. Does the lighter, dimmer blue mean that they're inactive or something?

Dark blue - most likely to be active
Dim/light blue - doesn't want to swap coins for the moment
