They both have Chinese idioms on them; I don't know the characters on the first, but the second looks like "五风十雨" - so my guess would be good luck charms or something like that.

this seems to be very obscure . i am pretty sure china lettering and if some are numbers could be a game token? they have different size inner hole but same outer diameter. they are very cool surely they had a use but what?

Cass is right and they are good luck charms. The first one has ‘一片冰心’ (idiom from a poem of Changling Wang, Tang Dynasty) on it, which means integrity, so I doubt it is a casino token. This should be pretty old stuff as the way 冰 was carved is very old-school.
