It says "Year 39 of Meiji" on the one side, so yes you are rigth about that.
I don't have enough time to look at the other text but sure some other members who like to play with seal script will have a go at that.

Your medal is indeed Japanese, and from 1906 (Meiji 39), and it commemorates a Japanese agriculture exhibition.

I can see on the obverse, the characters "物產" (produce, used in agricultural context) and at the end, "會" (meaning convention/exhibition).

Obv: 北海道物産共维會 (Hokkaido Property Sustainment/Development Committee) in seal script (篆 zhuan) Chinese characters. below is 三等賞牌 (Third-class Merits).
Rev: 明治三十九年 (Meiji Yr. 39)
