This coin (KM# 216 https://en.numista.com/catalogue/pieces6834.html) have three types:
  • KM# 216.1 - 1983/1989/1994 - Stainless Steel - 9.7 g - ø 31.25 mm - Letters in relief on ribbon.
  • KM# 216.2 - 1985/1994/1996 - Stainless Steel - 9.7 g - ø 31.25 mm - Letters incuse on ribbon.
  • KM# 216.3 - 1994 - Nickel Plated Stainless Steel - 9.7 g - ø 31.25 mm.

KM# 216.1 and KM# 216.2 are made with Stainless Steel and can be in an unique record KM# 216 - Stainless Steel - 9.7 g - ø 31.25 mm.

But KM# 216.3 is made with Nickel Plated Stainless Steel and must be in a new record KM# 216.3 - 1994 - Nickel Plated Stainless Steel - 9.7 g - ø 31.25 mm.

I know this was marked as solved back in ‘19, but I’m certain there have been some confusions with these coins. First, there are nonexistent years in the steel type.

And I would like we find more info about the composition, Sheritt ‘94 is likely different due to color being a bit more yellow hued - but I really doubt it’s correctly designated - Letters incuse on ribbon. They are all raised in 1994 and all the same, which raises my serious doubt that other 1994 exist (Steel, unknown mint, unknown mintage).

The upvotes concern the last suggestion or the original (opposite) posting?

I agree on all of the three points. However I believe there is only one year of each - 1983, 1985 and 1994

1994 is a bit tricky  for entering. First, it has inscription on the ribbon in relief so description for .3 is incorrect. Second, the sizes and weights are the same so someone would actually be correct to write it under .1 per description. That is the Sheritt mint issue. It's visible from all the photos that it's not incuse, like on '85
