I have a coin that looks exactly like this one - https://en.numista.com/catalogue/pieces91676.html - but is 24 mm in diameter and weighs around 5 g. Because of the weight and size comparison with the linked coin it isn't silver (unless the % is very low), but I can't find this coin either on Numista or after a Google search mainly due to it being much smaller than all the other coins with similar designs.
From my search there isn’t any silver coin of that design (or any coin in silver) with a denomination of 2 Sen (that’s what the 2 characters say). Did you try the magnet slide test or any other silver tests on it?

In my original post, I stated I was pretty sure it wasn't silver (based on the size and weight of the Taiwanese coin). Since it is also magnetic, my assumption it was a knockoff or lucky charm or something. I can also not find anything on a cheap trade coin that is this smallish diameter. Thus my quandary.

no, it’s my fault for not reading clearly. Although it might be a fake, it does look nice (other than the 2 characters) I think your right with a knock off. In Taiwan the night markets have lots of chinese sellers selling these types of fakes. Even Japanese 1 yen silver dollars for USD just below $2 but obviously they are all FAKE!
