The worldwide Schön catalog, Weltmünzkatalog 20. Jahrhundert 1901 - 2000 46.Auflage (2018/19) ISBN 978-386646-152-9, lists 11,000 as the final production for this coin on page 1629, Schön catalog N° 136:

The mint location is Casa de Moneda de México, Mexico City.
Finally, the FNMT-RCM of Spain took over production of the Ibero-American series in 2002, producing coin sets until its multinational licenses were fulfilled.

According to the certificate, the FNMT-RCM of Spain coordinated and distributed the sets for the 3rd series.
