take Germany as country for example. In the old days before 1872, Germany was split up in states, like Preussia, Hamburg etcetera.
If you have a modern coin from the Federal Republic, one from Hamburg and one from Preussia, I think you'll have ONE country, Germany, and THREE issuers.
