Large Washington quarter design/legend?

Need a help with the 1973 quarter.

When compared to other quarter it seems to have larger design, with the text both at obverse / reverse nearly touching the rim.

Is it me, or is really different? If so, how can I classify it?

The text appears to be closer to the rim on the 1973 because the rim is worn down or flattened if you will compared to the 1979 making it appear closer. Nothing unusual here.

If there are differences in the type, then it should (could) be discussed, if a new km# should be given.

If in the same year you have two (or more) different designs, alloys, weights, diameters or whatever, then that will be variants for me, and then it should be decided if those variants are signifive enough to add a new year line?

The Red Book doesn't seem to give the answer to your question. Anyway try to document your argumentation with some measurements. Use you caliper, your camera, powerpoint to back up and show your findings with some pertinent macro images. Take an example in this:
