This should go into the swap and sales section. The fact that he’s charging a 15% commission is a mercantile activity.
i don’t personally mind that he’s selling. But considering he does not have any ratings and is quite new to Numista, it certain is a caveat emptor situation. The Numista rules are pretty clear about this. So I see VieillePile just doing his (thankless) job. If he did not point it out, I’m sure other members would eventually critique Numista for not doing anything about it

just to clarify, I’m only throwing in my two cents here ;). You could still go ahead and make a deal with Kabresh. If it goes well, you could leave him a rating and it would give other members more confidence especially coming from you. But at this point given he only signed up last month and has no ratings, you would be taking a leap of faith especially if you paid him fully/partially before you have the coins in your hands.
What about sales policy ashlobo? When you say "you could still go ahead and make a deal" it's like you don't have a problem regarding the policy being violated but instead promoting such an action. Should Numista members understand that rules are enforced just for certain members and Numista Team (moderators, admins, etc) can change the rules in their favor at discretion?
As at least one of the people who reported the topic I feel obliged to come to the aid of our beleaguered moderators. First though, let me make clear that it's not intended as a slight of the OP who I have no axe to grind with and certainly not the most sublime ZacUK for whom I have the highest regard. It seems a fair offer, Zac certainly thinks so, just conclude it privately and all should be well?
If you're taking a payment for coins, you're selling them, period. Even if you're selling them at a considerable loss as is often the case. A 15% mark up plus costs is better than many can manage. Almost every retail worker in the world is paid via commission, car dealers for example.... they're sure as sh!t not going to be giving me my next F250! So it's most definitively a sales post, albeit a somewhat oblique one and 100% not permitted. I can't add much to what Ashlobo has already said.
At least in part, my motive for reporting transgressions is the harsh treatment of Andy, who IS eligible! It's certainly not with the intent of causing discord within the moderating team, so please accept my apologies for the unintended consequences. Thanks to you both for making the Numista forums a safer and better place.

Now hug and make up - I agree though, new member no proven track record - why would anyone instantly ask him for swaps - red flags shoot up - you send money and never see coins. Your money disappears into the great Bizarre in Constantinople.

@Moneytane: no special war with England neither ;-) I am too aware of the links / ties between the two countries to consider England as a foreign country.
