What you see on this coin in the center is a Cobra that is usually seen on Gwalior coins. It depends on the size and weight of the coin... it could be 1/4 Anna or 1/2 Paisa... measure and post your results here, please...
Gwalior is an Indian Princely State - one of many States that were present throughout Indian history...

Yes, it is having 22mm dia and 7.3gms weight, so Gwalior 1/4 Anna👍
