It could have been struck anywhere, but it imitates a coin struck in Constantinople / Istanbul (قسطنطينية on the small picture).

the regnal year on the right picture (78) is the clou that it is a copy/replyca
there has never been any ruler that ruled that long

This is a "belly dancers' costume" imitation Ottoman coin. The tip off is the regnal year, 78. Neither Mahmud nor any other sultan has ruled this long. As for the content, I wouldn't expect any gold in it at all.

One more little detail:

"78" (٧٨) may well be a misreading of "28" (٢٨).

btw - I thought the date 1333 was 1924 in the Gregorian calendar - so post-Ottoman?

Please check the date on your coin carefully. It's a little hard to tell in the photos, but looks to me like it could be 1223 AH = 1808 AD, which would be more typical for this type of item. (1333 would correspond to 1915).
